Regulations

There are a number of regulations included in the Village Code that are important to help the community maintain a quality of life for everyone. For more information on all the regulations in the Incorporated Village of Garden City please refer to our Village Code.

Alarms (Security and Fire Systems)

Security alarm systems must be registered with the Police Department within ten days of installation. All fire alarm systems are required to be registered with the County of Nassau at 516-571-1001. Users are responsible for all false alarms, for which penalties can be imposed.

Alcoholic Beverages

Possession and consumption of alcoholic beverages in open containers on public property are prohibited.

Animals

Dogs must be licensed. Owners are responsible for keeping dogs on leashes or on their property. Owners must remove dog waste from public streets and public areas. The keeping of certain animals is prohibited, i.e., chickens, ducks, poultry, pigeons, reptiles, rodents, and livestock. 

Backflow Prevention Devices

Underground lawn irrigation systems must have backflow preventers. Contact the Department of Public Works for further information at 516-465-4009.

Door-To-Door Solicitation

Permits are required for door-to-door solicitation. Homeowners can file notices of objection at Village Hall requesting that their homes not be visited by salespeople or other solicitors. Permits are not required for religious, political, or news distributions. However, the list of residents who request not to be visited must be complied with.

Garage Sales

Permit required for holding a garage sale for a period of no more than three consecutive days excluding Sundays and Holidays. 

Leaves / Gardening Materials

Placement of leaves and other garden materials on public park areas or median strips is prohibited.

Littering

Littering on sidewalks, streets, and public places are prohibited.

Noise

No person shall operate power, lawn, garden, or construction equipment in the Village before 8 am and after 8 pm. Monday through Friday and before 9 am and after 8 pm on Saturday and Sunday.

Parking

Parking on the street between the hours of 2:00 a.m. and 6:00 a.m. is prohibited. Contact the Garden City Police Department for further information at 516-465-4100. Abandoned vehicles will be impounded and stored.

Rubbish

Curbside placement of rubbish is not permitted prior to 7:00 p.m. on Tuesdays. 

Sidewalks

Owners are responsible for maintaining and keeping clean the sidewalks and paths in front of or abutting their property.

Signs

There are several laws dealing with signs. Contact the Building Department for further information at 516-465-4040.

Snow & Ice Removal

Owners, lessees, or occupants of homes are responsible to remove ice or snow from sidewalks and paths within 24 hours of the cessation of the storm.

Trees

Permits are required for:

  • Planting of trees between the curb line and property line of street
  • Removal of two or more trees

Water Conservation

Lawn sprinkling is permitted from April 16 to November 30 during the hours of 5:00 a.m. and 10:00 a.m. and 6:00 p.m. and 10:00 p.m. Properties with odd-numbered addresses are permitted to sprinkle on odd-numbered days and even-numbered or those with no address on even-numbered days.

Zoning

All uses and structures must conform to the zoning regulations of the Village Code. Most require building permits. This includes new construction, additions or alterations to principal buildings (i.e. one-family homes), and accessory structures (i.e. fences, decks, pools, garages. etc.). Some examples of the use provisions are:

  • One family per dwelling with provisions for no more than two boarders
  • Allowance for accessory offices on one-family homes with limitations to size, location, and occupancy
  • No parking of commercial vehicles in residential districts
